Water Supply Institutional Set-Up


Under the Federal Constitution of Malaysia, water supply matters are the responsibility of the states. State Governments are responsible for the development, operation and maintenance of water supplies. The state exercise this responsibility through either the state Public Works Department (PWD), State Water Supply Department, State Water Board or the State Water Corporation/Company.

Scope of Responsibility

The State Water Supply Authorities have a monopoly in carrying out the task of public water supply in the respective states. The scope of responsibility of public water supply involves:-

The development aspect involves source works such as dams, construction of water treatment plants, trunk mains and service reservoirs, water supply distribution systems and connections to consumers.

Under operation and maintenance, the responsibility involves operation and maintenance of all components of the water supply system mentioned above to ensure that it works efficiently and satisfies specific levels of service.

The scope of responsibility of public water supply also involves the management of consumer services including metering and billing, licensing of plumbers and handling of complaints.

Financing of Public Water Supply

At present a large portion of the allocation for water supply development is financed by the Federal Government through loans to the State Governments. The amount of financing involved is substantial and the Federal Government obtains a part of the allocation through loans from external agencies.

For the SWSA the main source of revenue is water sales. This revenue is used to finance the operation and maintenance costs and a part of it is used to repay loans.
