Quantity Surveying Section
Introduction
Contract and Quantity Surveying Section is one of the sections in JKR
Negeri Sembilan. This section deals and provides services in JKR including
JKR districts in matter related to contract management and quantity surveying
practice. The services cover the pre and post contract stages of all building
and civil engineering projects including Supply and Services contracts.
Contract management is a very important role undertaken by this section
and it has been our responsiblity to ensure that administration is carried
out in accordance with the Conditions of Contract, Department's procedures
and Treasury's Circulars. This section is a place of reference to other
Government's Departments and agencies in matter related to contract management
and administration.
Organisation
This section is headed by Zulkifle b.Mohammad as the Assistant Director
(Contract and Quantity Surveying).
There are sixteen staffs in the section. Two Quantity Surveyors (including
the head of section), five technical assistants, six technicians, two typist
and one general worker.
Objective
In accordance with one of the Departments's Objectives i.e. cost economic
and effective in project implementations, the Contract and Surveying Section
has set a few objectives :-
- Awarding of a project must always take into considerations the best
and most profitable bid to the government i.e. in the apects of cost, duration
and the capability of a contractor.
- Any expenditure must be fair and in accordance to the criteria of Public
Accountablity.
- Tender administration and contract management system shall be well
and perfectly carried out.
Functions
1) Preparing/Checking and advising on the following :-
- Preliminary estimates including Preliminary Details Abstracts (PDA)
and tender estimates.
- Tender documents including Table Tender Document and Tender invitations.
- Tender Report.
- `As tendered Detailed Abstract' (ATDA) and letter of acceptance.
- Contract documents and other related documents.
- Advance and interim payments.
- Variation works,delay & extension of time, final accounts,determination
and other matters related to contracts.
2) Evaluation and recommendation of contractor's claim
ang giving assistance in arbitration and litigation.
3) Organising technical courses for state government departments
as well as advising them in matter related to Construction contract.
