Malaysia is a federation of 15 states including the Federal Territory of Kuala Lumpur and Labuan, practices parliamentary democracy and is ruled as a Constitutional Monarchy. with His Majesty the Yang di-Pertuan Agong is the Head of the country. The distribution of legislative power between the Federal and State Governments is enumerated in the North Schedule of the Federal Constinution and is set out in the Federal List, State List and the Concurrent List. The main subjects in the Federal List are external affairs defence, internal security, civil and crimina law citizenship, finance, commerse and industry, shipping, communications, health and labour. The State List comprises matters pertaining to land, agriculture, factory, local government, riverine fishing Muslim. In the Concurrent List, where both Federal and State Governments are competent to legislate are subjects such or sosial welfare, scholarships, protection of wildlife and town and country planning. The Malaysian Government's administrative system is made up of thre main levels, namely federal, state and district levels, The Federal Constitution has given extensive provisions to the Federal Government where national administration is concerned. However in certain cases the State Governments have most powers over the administration over the administration of certain matters within the state governments jurisdiction.
