The concluding remarks to the Keynote Address delivered by the Minister of Works at the First Malaysian Road Conference in June 1994, appropriately summaries the country's road policy;

`Roads have long been recognised as a catalyst for development. With the current spate of economic growth, the constraint due to inadequate infrastructure are already causing inconvenience to the road users. The Malaysian Government will continue to invest in infrastructure development. This commitment is reflected in the huge allocation already provided under the Sixth Malaysia Plan. Based on the recommendations of the HNDP Study, the total fund required for road development under the Seventh Malaysia Plan will have to be doubled that allocated under the Sixth Malaysia Plan. To speed the proces and to reduce the financial burden, privatisation of new highway and road projects will continue to be implemented. Equally important, the Government will endeavour to upkeep existing road networks in good condition through rehabilitation and proper maintenance. This commitment will certainly spearhead the nation towards realising the objectives of Vision 2020 to be a developed nation'.
