Delivery of mandate to JKR staff of the Federal Territory of Kuala Lumpur by YBhg. Dato 'Sri KPKR. Among the mandate delivered are:
-YBhg. Dato 'Sri KPKR is proud of the JKR Wilayah Persekutuan Kuala Lumpur achievement for completing a 3 in 1 project of 11 total project where this show a high teamwork spirit among employees of JKR Wilayah Persekutuan Kuala Lumpur which is a KPI set by YBhg. Dato 'Sri KSU. At least 50% of the completed projects must be completed together with 3 in 1 namely the Certificate of Completion, Completed Drawing (as-built drawing) as well as the Final Statement of Final Account (Statement of Final Account).
-YBhg. Dato 'Sri KPKR also emphasized that the main aim was to revive the image of the JKR as in the 70s and 80s and to inform that during the Opening Ceremony of the Tower of Works by YAB Prime Minister congratulated and congratulated JKR who has successfully built an iconic tower and pride to the country as well as YAB Prime Minister officially opened the Batang Sadong Bridge in Sarawak, he also praised and praised JKR in implementing the national infrastructure project.
- The Finance Ministry has issued a Pre Approved Plan (PAP) Implementation Directive (PAP) which sets out the requirements for all Government Agencies using the Pre-Approved Plan (PAP) for Government buildings that have been provided by the Public Works Department (JKR) for the 11th Plan. this is mandatory to be complied with by all Government Agencies.
-YBhg. Dato 'Sri KSU has set the number of projects with EOT not exceeding 30% where only 4 clauses can be approved by EOT.
- The existing JKR and KKR management has a good team of leadership and teamwork and this is acknowledged by the KSU Ministry of Works where complaints from the Ministry of customers are currently underdeveloped and YBhg. Dato 'Sri KPKR suggests that JKR members will increase their efforts to strengthen the achievement of JKR.
- YBhg. Dato 'Sri KPKR has suggested that JKR use new technologies. JKR has introduced several new technologies including bridge construction technology without intermediate pole. This was evidenced during the visit by YB Minister of Works to the bridge construction project in the Perak Grik district where the bridges were constructed without a 100-meter pole and this could reduce the maintenance costs involved.
- The progress payment period is the payment of allowance, allowance and payment to the Management and Professional Officers, Support Group as well as claims for contractors, suppliers and so forth within 7 days.
- Transfer instructions issued must be complied with by every officer because if the relocated personnel will be able to increase knowledge in new places as well as increase the competence of the involved personnel.
-Good work and assignments well-given and with integrity, ie; by contract, specification and also adhere to the prescribed SOP, documenting all work processes and preferably any decision or action to be decided should be made in the form of a committee. Any work performed not in accordance with specification shall be given written or verbal warning to the contractor and officer may notify the District Engineer or the Director if such warning is not received by the parties concerned.
-The Ministry of Works and the Ministry of Education have discussed and met to implement projects under the school category. YAB Prime Minister has announced in the budget in October 2016 that a total of 30 will be built in Sarawak and Sabah while another 60 in the Peninsula. JKR WPKL is requested to be prepared and requested that the project be implemented soon as soon as the list of schools is announced. Instructions have been issued where this project should be completed within 2 months.
-It must be established with the media by giving input in terms of technical aspects but should be controlled by not touching on departmental policies and policies.
-United Public Project Implementation (UPPA) was set up at ICU JPM where this unit will implement building projects under the Prime Minister's Department and indirectly projects under the General Building 1 branch will be reduced and start in 2017 projects in the under JPM will be implemented by UPPA. The management will review the placement at CKBA 1 and there will be officers involved to be brought to CKBA 2 and other staff members lacking.
Alhamdulillah we have finished organizing Talk Talk Program with KPPA Dato 'Sri Zainal Rahim bin Seman on the morning of 26 May 2017.
Throughout the program many things were shared by him to reflect on the teaching of JKR staff, especially JD who act as ambassadors in every state. (Although the example was given to JD where he had much experience of interacting with this group, however, all levels of the JKR were involved like the "Unpredictable, Shameless.
KPPA emphasizes on the quality of work that JKR needs to convey to customers directly or indirectly. All his innuendo should be especially noted especially the delayed issue of the project.
At this event, we are clearly aware of the perception of the Department / Agency outside of JKR. If we have always been proud of our accomplishments, we are aware that these achievements are still not enough to boost the JKR's name to an excellent level in the public service. It seems as if for a few years (or maybe more) we are as shocking as posing the JKR as the ultimate technical department, champion in project management and technical consultant in Malaysia. So it is not surprising that a handful of cadres of JKR officials have also denied this department's deck due to our failure.
The issue highlighted by one of the participants (former JD) of the interview program illustrates the real situation of what happened in JKR. When the project is late, we are blamed, when the project progresses ahead of the schedule, they still assume that the project will also be facing a delayed issue.
To ensure that JKR continues to be relevant to Malaysia's beloved homeland, the JKR needs a holistic transformation and not the usual slogan that every one of us (JKR) interacts in the event involving JKR only. This transformation should be translated in terms of delivering excellent quality work based on the right strategy. It is a brilliant performance-oriented and fully utilized channels to market the excellence that has been achieved. Excellent achievement will not have a high impact if it is not routinely disseminated on the right channel.
This awareness should be applied to all JKR members in order to ensure that pure desires to restore JKR's excellence can be achieved. It is closely related to the excellence of work achievement rather than being tackled by the trivial issues that clearly divide the network of cooperation among the JKRs. The issue of downgrading the decision on social media must be stopped immediately. Every citizen must be mature and aware that the message will be read by every individual without limitation of location and time. The message delivered to criticize the department's decision directly suppresses our pursuit of pursuit of JKR's name to a higher level. Respect for JKR members in realizing this noble business should be given due priority.
Let us work together to strengthen our energy to achieve excellence in order to best serve the nation. Make the words of KPPA as a spirit of encouragement for the JKR to come forward with greater excellence. Once excellence is achieved, our application for incentives such as promotion, PE allowances such as physicians, as well as the addition of strategic posts may be certified by PSDs. I am confident that the JD / JJ line-up, Division / Branch / State Director and JKR Management are ready to bring a new transformation right after the JKR Senior Officials Meeting (SOC) 2017 in Kuantan.
