THE OPENING COUNCIL OF PUBLIC DISCIPLINE MEETING JKR 2015

The opening ceremony of Public Discipline Meeting JKR 2015, was held on 18 October 2015 (Sunday) at 8.30 pm at the MS Garden Hotel Kuantan Pahan. The theme of this meeting is “Knowledge & Inovation Triggers Transformation”. The theme has been chosen in line with the department to encourage jkr staff to diverse and innovation as well as generating development and using news idea in organization.

The ceremony began at 8.20 pm with a prayer followed by a speech of the Public Discipline Chairman, Ybhg Dato’ Ir. Dr. Hasnul bin Mohamad Salleh.

Content of Public Discipline Chairman Speech

Ybhg Dato’ stated that this Civil Engineer Meeting began in 2009 and in this meeting, the displinary committee will present the results of Public Discipline Business Plan Achievement 2013-2015. Accordingly, the meeting will do brainstorming and framing the Public Business Plan Development for year 2016-2018. He also emphasized that need to increase the competence by Civil Engineer in the future with the addition of innovation element. Target has been set for Civil Engineer by targeting 55% Civil Engineer qualifications ‘Professional Engineer’ (PE) in 2018. Public Discplinary Committe also held a number of sessions ‘Town Hall’ in each zone in order to provide information and also enhancing Civil Engineering seeking to promote PE certification.

The ceremony proceeded with the main Opening Speech by Ybhg Datuk Ir Hj Adnan bin Mohamed Hussain, General Director of Kerja Raya Malaysia.

Content of KPKR

Historically, the basic establishment of JKR started in civil engineering. From the early days, JKR played a significantly in the provision of infrastructure; road and railways.

Construction industry landscape continues to advance and JKR responsible for leading the develpment of the construction iconic state such as the National Mousque, Houses of Parliment, JRTB and KLIA.

Suppression to the competence needs to be refreshed back. After PTK exam repealed, the learning spirit decreased. This should be increased again so that the spirit to gain knowledge continues at to be the core of JKR. We also need to become a project manager who really competent in management and not just a notch ‘administration’ only.

RMK10 almost come to the end and RMK11 for Wawasan 2020w will arrive. Responsibility as a civil engineer is needed because some mega projects have been declared by the Government. JKR need to think outside the box and 2-3 steps forward to meet the challenges.

JKR has almost 3,800 professional but still facing problems and failed to translate into achievement yield and quality. For the year of 2015, JKR only managed to prepare some to prepare some of the JKR project, but still face a variety of issues; bumpy road on LPT2, late delivery Menara Kerja Raya which is an ironi because JKR is the customer and implementing this project. Rumah Kekal Banjir performance also was dissapointing.

It is time to give focus on competent of human capital development, integrity, innovative, creative and having high interpersonal skills.

August 2015 statistics show that more than 2/3 JKR professional staff are the officer in Grade 41/44. Attention should be given to achieve the target of 50% Garde 41/44 compared to top grade. JKR Strategic Framework set a target of 15% P&P staff has professional accreditation every year.

Recently, JPA has offered promotion through SME scheme especially to professional scheme for promoted to Grade JUSA C. Through this scheme, 6 JKR professional has successfully and 2 of them are Civil Engineer.

To increase the competencies, strategic positions like JD, The PE status has been held in phases. Recommendations also for JKR engineers to play a role actively in professional institutions within and outside the country.

Establishment of Facebook Account by Discipline recently is a very encouraging development. The engineers urged to actively provide insights here to convey to Top Management.

JKR should return become a  confidence country organization by making ‘Learning Culture’ as everyday clothing. Make Knowledge Culturing as JKR Trademark.

Ybhg Datuk KPKR jalso announced the resignation of the Public Discipline Chairman, Dato’ Ir. Dr. Hasnul bin Mohamad Salleh and replaced by Ybhg. Dato’ Ir. Dr. Meor Ab Aziz bin Hj Osman as the new Charman of Public Discipline.

The ceremony paused for a photo session and continue back at 9.40 pm with the presentation of Public Business Plan Achievement 2013-2015 by Ybhg Dato’ Ir. Dr. Meor Ab Aziz bin Hj Osman.
